# Mandatory E-Invoicing in the EU: The 2026–2030 Timeline and What It Asks of Your Business

Short answer: across the EU, the B2B invoice is becoming a regulated data format. Belgium and Poland switched in 2026, France follows in September, Slovakia on 1 January 2027, Germany phases in through 2028, and EU-wide digital reporting arrives in 2030. Consumer sales are out of scope, your invoicing software will do most of the work, and the sensible response is a checklist this year, not a compliance project.

Within thirteen months, four EU countries are making structured e-invoicing mandatory for sales between businesses: Belgium switched in January 2026, Poland follows in February and April, France starts in September, and Slovakia goes live on **1 January 2027**. Germany, where every business has had to be able to receive e-invoices since 2025, phases in mandatory issuing from 2027. If your company sells to businesses anywhere in the EU, or runs an entity there, one of these dates is probably yours.

Nearly everything ranking for this topic is written by accounts-payable platforms selling compliance software to enterprises. This guide comes from a web and automation agency in Slovakia, one of the countries about to switch, and it answers the questions a smaller business actually has: am I affected, what do I have to do, and do I need to buy anything.

## What counts as an e-invoice

An e-invoice is an invoice issued, sent and received as structured data, typically XML, that accounting software can process without a human retyping it. A PDF attached to an email does not qualify, and neither does a scan or a photographed paper invoice; those are readable by people, not by systems. EU mandates build on a common European standard, EN 16931, most often carried in the Peppol BIS format, so an invoice built for one country’s rules is close to compliant everywhere.

Most mandates do two jobs at once. The invoice travels to your customer as data, and the same data, or a defined slice of it, is reported to the national tax authority, in many countries in near real time. Invoicing and tax reporting, separate chores today, merge into one flow.

## Why every EU country is doing this at once

The umbrella is ViDA, VAT in the Digital Age: [Council Directive (EU) 2025/516](https://eur-lex.europa.eu/eli/dir/2025/516/oj), adopted 11 March 2025. Since April 2025, member states may impose domestic e-invoicing mandates without asking Brussels for a derogation, which is why national dates are multiplying. From **1 July 2030**, digital reporting becomes mandatory for cross-border B2B transactions inside the EU, and by 2035 existing national systems must align with the EU standard. The European Commission expects the package to cut VAT fraud by up to €11 billion a year and save businesses over €4.1 billion annually in compliance costs (European Commission, 2025). Those are the regulator’s own projections, so treat them as direction rather than promise.

## The country timeline, as of August 2026

Two different architectures hide in that table. Poland routes invoices through a central state platform; Belgium and Slovakia use the decentralized Peppol network with certified providers in between. The obligation looks the same from a business owner’s chair, the plumbing differs. These dates have moved before, so before you plan around one, verify it with the national tax authority rather than a vendor’s mandate tracker.

## What a mandate actually asks of you: Slovakia, worked through

Slovakia makes a useful worked example because its law is fresh and its shape is the common one. [Act no. 385/2025](https://www.slov-lex.sk/ezbierky/pravne-predpisy/SK/ZZ/2025/385/), an amendment to the VAT act passed on 9 December 2025, sets the rules; the [tax administration’s e-Faktúra page](https://www.financnasprava.sk/sk/podnikatelia/dane/dan-z-pridanej-hodnoty/e-faktura) carries the technical detail.

- **Who issues:** from 1 January 2027, every VAT payer, for domestic sales to businesses and to the public sector. Company size is irrelevant.
- **Who receives:** every business, including sole traders not registered for VAT. **Receiving is the universal duty**; issuing, in phase one, belongs to VAT payers.
- **Who is out:** consumers. **Sales to private individuals are excluded**, so a shop’s B2C receipts and invoices continue unchanged, and an e-shop is only affected when a customer buys on a company ID.
- **How it moves:** through certified delivery providers, “digital postmen”, which route the invoice over Peppol and report the data to the tax authority automatically.
- **The calendar:** a voluntary phase runs from the second quarter of 2026, the mandate lands 1 January 2027, cross-border transactions follow on 1 July 2030, and on that same date Slovakia’s monthly VAT control statement is abolished, its job absorbed by the invoice data itself.

The practical translation for a small business is short. Your invoicing software does the heavy lifting; you verify four things in writing: that it will support the national format on time, which certified provider it ships with and at what price, how received e-invoices reach your bookkeeping, and whether any of it costs extra. Invoices produced in Word or Excel have no path forward, so that habit ends this year. Custom-built systems need an integration plan, an API connection to a provider or a Peppol access point plus field mapping to EN 16931, which is a project to schedule, not a crisis.

## If you are outside the EU

The United States has **no federal B2B e-invoicing mandate** as of August 2026, and none is scheduled; adoption there is market-driven. The US Treasury itself is a believer, running e-invoicing across federal agencies and citing savings of up to $450 million a year (Bureau of the Fiscal Service, 2026). If your company operates an EU entity or holds an EU VAT registration, that entity follows the relevant country’s dates like any local firm.

## What to do this year, wherever you are in the EU

1. **Find your dates:** the country of your entity and, if you sell cross-border, July 2030.
2. **Ask your software vendor the four questions** above, and get the answers in writing.
3. **Retire Word and Excel invoicing now**, while there is time to choose software calmly.
4. **Custom ERP or e-shop:** scope the integration and test during your country’s voluntary window.
5. **Clean your master data:** VAT numbers, company IDs and addresses must be exact, or invoices will not route.
6. **Plan what you will do with the data** once it flows, which is the point of the next section.

## The upside nobody markets honestly

A structured invoice is the first business document most companies will hold that machines read natively, and that is the raw material automation runs on. Incoming invoices stop being retyped, payments match themselves against bills, and error rates fall with the manual work. The honest caveat: none of that arrives by default. Compliance is mandatory, the benefit is opt-in, and it goes to the businesses that wire the new data into their processes instead of filing it.
